Chandigarh, May 8- Haryana Chief Minister, Sh. Nayab Singh Saini on Friday launched the digital platform of the Haryana Online Building Plan Approval System in the state and also initiated the process of sending J-Forms to farmers through WhatsApp.

 

During a press conference held at Haryana Niwas, the Chief Minister, apart from announcing these two major initiatives for the general public and farmers, also released an amount of Rs 2,115 crore and 41 lakh directly into the bank accounts of beneficiaries under  various welfare schemes. A total of 58 lakh 87 thousand 479 eligible beneficiaries have received benefits under these schemes.

 

Sh. Nayab Singh Saini said that the beneficiaries to whom amounts have been digitally disbursed  through DBT include the seventh installment of the ‘Deen Dayal Lado Lakshmi’ yojana, subsidy amount under the ‘Har Ghar-Har Grihini’ yojana, compensation for Kharif crop-2025, amount under the Bhavantar Bharpai Yojana, and social security pension benifits.

 

The Chief Minister said that under the seventh installment of the ‘Deen Dayal Lado Lakshmi’ yojana, an amount of Rs 205 crore has been transferred into the accounts of 9 lakh 76 thousand beneficiary women. With this, a total amount of Rs 1,415 crore has been released in seven installments so far.

 

He said that an amount of Rs 1,146 crore and 73 lakh has been transferred directly into the accounts of 35 lakh 62 thousand beneficiaries under 18 different social security pension schemes. These include Old Age Samman Allowance, Divyangjan pension, and other social security pensions.

 

The Chief Minister said that the double-engine government has adopted a ‘Pro-Active Model’ by bringing systemic transformation. Under this model, eligibility is determined automatically on the basis of the Parivar Pehchan Patra database, and eligible citizens are receiving pension benefits at home without visiting offices or submitting applications.

 

Sh. Nayab Singh Saini  also released Rs 100 crore and 45 lakh Post-Matric Scholarship to 64 thousand 923 Scheduled Caste students. This scholarship is provided to students from Class 11 to postgraduate level belonging to Scheduled Caste families having an annual income of up to Rs 2 lakh 50 thousand. The scholarship has been released to eligible students registered through the National Scholarship Portal. Earlier, the process of scholarship distribution was handled at different departmental levels, due to which delays and technical discrepancies occurred in payments. Therefore, the state government has onboarded OBC, EBC, and DNT schemes onto the National Scholarship Portal, making the payment process simpler.

 

The Chief Minister said that under the Dayalu Yojana, financial assistance amounting to Rs 215 crore and 29 lakh has been provided to 5 thousand 677 families. Along with this, subsidies amounting to Rs 38 crore and 54 lakh for the months of February and March have also been transferred today into the bank accounts of 11 lakh 23 thousand women who got their gas cylinders refilled. Under this scheme, eligible women are being provided gas cylinders every month for Rs 500.

 

Compensation and Bhavantar Bharpai Amount Released

 

The Chief Minister  also released compensation amounting to Rs 370 crore and 52 lakh for 1 lakh 50 thousand 583 farmers whose Kharif crop-2025 was damaged due to rain and waterlogging.

 

Under this, Rs 66 crore and 88 lakh has been released for 29 thousand 539 farmers of Bhiwani district, while Rs 64 crore and 40 lakh has been released for 25 thousand 812 farmers of Hisar district.

 

He said that earlier also, compensation amounting to Rs 6,272 crore had already been released to farmers. During the last eleven-and-a-half years, insurance claims worth Rs 9,888 crore have also been provided to farmers under the Pradhan Mantri Fasal Bima Yojana for crop damage. Including today’s amount, a total of Rs 16,530 crore has been provided to farmers in the state during the last eleven-and-a-half years under crop compensation and the Pradhan Mantri Fasal Bima Yojana., informed Sh. Nayab Singh Saini.

 

The Chief Minister said that before the BJP government, during the 10-year tenure of the Congress government, only Rs 1,138 crore was released as compensation. Not only this, the Congress government had also left pending compensation dues of Rs 269 crore for farmers. The double-engine government worked to release that amount as well, he said.

 

He further said that under the Bhavantar Bharpai Yojana, an amount of Rs 38 crore and 88 lakh has been released to 5 thousand 296 farmers for potatoes and cauliflower. This amount has been released to vegetable-producing farmers of five districts  namely  Ambala, Karnal, Kurukshetra, Yamunanagar, and Panchkula. Including the amount released today, a total of Rs 196 crore and 3 lakh has so far been released as Bhavantar compensation to 39 thousand 557 farmers.

 

Online Building Plan Approval System Launched

 

The Chief minister also launched the digital platform of the Haryana Online Building Plan Approval System. Through this platform, common citizens will now be able to obtain approvals related to plots and construction from their homes easily and without delays. In the first phase, online approvals for planned residential plots in old municipalities or core areas are being started. This system will save time, curb corruption, and ensure accountability in work.

 

Sh. Nayab Singh Saini said that people will no longer have to make rounds of government offices and the entire process will become faster, transparent, and simpler. Before implementation of the new system, architects and urban local body officials will be given special training so that the general public does not face any inconvenience.

 

J-Forms Sent to Farmers

 

The Chief Minister said that J-Forms have been sent to farmers through WhatsApp today and will continue to be delivered in the same manner in the future. The government had announced on April 25 that J-Forms related to wheat, mustard, and gram crops sold at MSP during the ongoing Rabi procurement season would be sent to farmers through WhatsApp.

 

He informed that till May 6, around 5 lakh 78 thousand farmers had sold their produce in mandis. A total of 13 lakh 77 thousand J-Forms have been issued to these farmers. This facility has been introduced for the first time in the state. Farmers will now not have to visit commission agents to collect their J-Forms.

 

Extensive Arrangements for Wheat Procurement in Haryana

 

The Chief Minister said that the government has made extensive arrangements in mandis for wheat procurement. From April 1 to May 7, the arrival of 84 lakh 18 thousand metric tonnes of wheat has been recorded in mandis across the state. Out of this, biometric verification of farmers for sale of 83 lakh 75 thousand metric tonnes of wheat has been completed. He said that procurement of 82 lakh 55 thousand metric tonnes of wheat has been completed so far.
