Chandigarh, May 19: The Haryana Government has revised the format of the Last Pay Certificate (LPC) to ensure better management of service records and timely settlement of pension cases of all government employees, including IAS and HCS officers.
In this regard, Haryana Chief Secretary Sh. Anurag Rastogi has issued detailed instructions to all Administrative Secretaries, Heads of Departments, Divisional Commissioners, Deputy Commissioners, Boards, Corporations, Universities and other concerned authorities.
According to the instructions, it has been observed that at the time of transfer or retirement of IAS and HCS officers, documents related to service verification, leave salary and pension contribution challans are often not made available by the concerned departments in a timely manner, resulting in unnecessary delays in the settlement of pension cases.
Keeping this in view, the Finance Department, through a notification issued on April 1, 2026, has amended the LPC format prescribed under Punjab Treasury Rules, Volume-II. Under the revised system, it will now be mandatory for every department to certify the service of an officer at the time of transfer or relieving, so as to ensure continuous and synchronized maintenance of service records.
The instructions further state that all LPCs will henceforth be issued only in the revised format. Details of service verification at Serial Number-10 in the prescribed format must be duly certified by the competent authority.
In addition, a copy of every LPC issued in respect of IAS and HCS officers will also be sent to the Services Branch-4 of the Chief Secretary’s Office to ensure proper maintenance of service records and timely disposal of pension and retirement cases. Boards and corporations have also been directed to provide challans related to leave salary and pension contribution of IAS and HCS officers working under them to the Chief Secretary’s Office.
