Chandigarh, September 30- Haryana Chief Minister Sh. Nayab Singh Saini said that the goal of strengthening Haryana’s own revenue system will be achieved not by increasing tax rates, but by expanding the tax base, improving compliance, curbing revenue leakages and making effective use of modern technology. The government’s clear objective is to enhance the state’s fiscal capacity without imposing any additional burden on honest taxpayers.

Sh. Nayab Singh Saini was addressing the inaugural session of a national conference organised to analyse and strengthen ‘Haryana’s Own Tax Revenue System’ for Viksit Haryana 2047 on Wednesday. The conference was organised by the Swarna Jayanti Haryana Institute for Fiscal Management (SJHIFM). Chief Economic Adviser to the Government of India Dr. V. Anantha Nageswaran, Additional Chief Secretary, Finance Department, Sh. Arun Gupta, Commissioner and Secretary, Excise and Taxation Department, Smt. Ashima Brar, Director General, SJHIFM, Dr. Raj Nehru, and Advisor Sh. N.K. Bishnoi, along with policymakers, tax administrators, economists, academicians and technical experts, participated in the conference.

The Chief Minister said that the ultimate objective of a strong revenue system is not merely to mobilise more revenue, but to use it to provide better roads, schools, hospitals and public services, thereby improving the lives of the people. He said it is the government’s priority to ensure that taxpayers have clear information about rules and procedures and that tax compliance is simple and transparent for them.

*29% Growth in SGST Collection*
The Chief Minister said that during the first five months of the current financial year, from April to August, Haryana’s State Goods and Services Tax (SGST) collection increased by 29% to Rs. 24,662 crore. During the corresponding period last year, the collection stood at Rs. 19,174 crore. In August 2026 also, Haryana recorded a 21% increase in SGST collection, compared with the national average growth of 13%.

He said that Haryana accounts for less than 4% of the country’s total GST taxpayers, but contributes around 7.7% of the country’s total GST collection. The need now is to convert this growth into sustainable revenue capacity.

*Revenue Base to Expand Alongside Economic Growth*
The Chief Minister said that Haryana has rapidly moved from an agriculture-based economy towards an industry- and services-driven economy. Global Capability Centres, IT, artificial intelligence and advanced services are expanding in Gurugram. The India International Horticulture Market at Ganaur, automobile manufacturing investments at IMT Kharkhoda, and industrial and logistics projects in Rewari, Hisar and other areas are giving fresh momentum to economic activity in the state.

He said traditional MSME clusters such as Panipat’s textile industry, Ambala’s scientific instruments industry, Hisar’s steel industry, Yamunanagar’s plywood industry and Rohtak’s nut-bolt and auto-component industry are also important pillars of the state’s economic strength. The Chief Minister said that every new industry, investment and enterprise creates not only employment but also opportunities to expand the revenue base.

*Target of 10% by 2030 and 15% by 2047*
Sh. Nayab Singh Saini said that Haryana’s own tax revenue is currently below 7% of its GSDP compared with the state’s economic potential. A target has been set to raise it to 10% by 2030 and 15% by 2047. He clarified that this target will not be achieved by increasing tax rates. Instead, emphasis will be placed on improving the efficiency, coverage and productivity of the existing revenue system, expanding the tax base, encouraging compliance and preventing revenue leakages.
He said, “The focus is on expanding the base, not increasing the rate; increasing compliance, not the burden.” He said that since Prime Minister Sh. Narendra Modi assumed office, the confidence of external investors in India has increased. A Viksit Haryana, he said, will pave the way for a Viksit Bharat.

*One-Time Settlement Scheme Extended Till November 30*
The Chief Minister said that the ‘Haryana One-Time Settlement Scheme, 2026’ has been introduced for resolving old pending tax disputes. The objective is to settle legacy cases and reduce unnecessary litigation. Around 1.15 lakh traders had benefited from the 2025 scheme. For the convenience of traders, the deadline for this year’s scheme has been extended to November 30.
He said that through ‘Paperless Registration 2.0’ and the ‘Auto Mutation System’, registration and mutation processes are being made digital, transparent and time-bound.

*AI and Data Analytics to Modernise Tax Administration*
The Chief Minister said that the revenue system of the future should be data-driven and powered by modern technology. By integrating data from GST, registration, transport, electricity, urban development and other government systems, a comprehensive picture of economic activity can be created. This will help identify revenue potential as well as gaps.
He said that artificial intelligence, machine learning, advanced data analytics and integrated databases can be used to identify risks, prevent revenue leakages and improve compliance. However, technology should not be used only for monitoring; it should also enable better services for honest taxpayers.
*Action Plan to Keep Taxpayer at the Centre*
The Chief Minister called upon experts at the conference to prepare a clear action plan covering immediate measures for the next one to two years, medium-term reforms, future technology and data systems, and necessary institutional changes. He said that taxpayers should remain at the centre of the entire action plan.
He emphasised better coordination among all departments, saving citizens’ time, reducing uncertainty and providing better services. Honest taxpayers should be treated with respect, while an effective system should be put in place against those who fail to comply with the rules.
The Chief Minister expressed confidence that the national conference would not remain limited to deliberations but would provide a basis for concrete steps towards making Haryana’s revenue system stronger, modern, transparent and citizen-centric.

*Principal Secretary to CM Highlights Importance of the Initiative*
Principal Secretary to the Chief Minister and Additional Chief Secretary, Finance Department, Sh. Arun Gupta said that strengthening and expanding the state’s resources is essential to achieving the goal of ‘Viksit Bharat–Viksit Haryana’. He said the state receives resources mainly through grants and assistance from the Government of India, borrowings and its own revenue.

He said the conference is an important initiative aimed at increasing the state’s own revenue, making revenue collection mechanisms more effective and addressing potential gaps in the revenue system through necessary policy-level changes. He said that expert guidance and suggestions received during the conference would be taken forward at the policy level to strengthen the state’s revenue resources and reinforce Haryana’s economic framework.

*Chief Economic Adviser Appreciates Haryana’s Economic Potential*
Chief Economic Adviser to the Government of India Dr. V. Anantha Nageswaran highlighted Haryana’s economic potential and said that the state has the capacity, economic dynamism, strong industrial base, entrepreneurial spirit and good governance required to achieve the target of becoming a USD 1.5 trillion economy by 2047.
Describing Haryana as one of the leading examples of India’s manufacturing sector, he said the state is setting an example for other states in simplifying regulations and reducing the compliance burden. He also emphasised trust-based and risk-based regulations and the promotion of small and medium enterprises.
Dr. V. Anantha Nageswaran said that around half of Haryana’s own tax revenue comes from State GST, with 51% coming from intra-state business and 49% through IGST, which he described as a healthy mix. According to him, the state can further increase its tax revenue through higher employment, income and consumption growth, along with strong public finances. He also emphasised measures such as annual assessment of properties, linked records and transparent information on tax concessions to strengthen the property tax base.

*Dr. Raj Nehru Describes Conference as an Important Link*

Director General of Swarna Jayanti Haryana Institute for Fiscal Management, Dr. Raj Nehru said that the conference would serve as an important link towards achieving the Government of India’s goal of a developed India by 2047, making Haryana a USD 1.5 trillion economy, creating 50 lakh new jobs and fulfilling the commitment to good governance. He said the conference would facilitate deliberations on the key aspects required to achieve these objectives and help incorporate expert suggestions into the state’s policy framework.
